We’ve got the original leaked document and translated the the portion related to the 17 Governors (which includes Gov Sununu) listed as FRIENDLY by the CCP and that were subsequently warned by Secretary Pompeo (see below).  

FROM PAGE 18:

 ….After counting the attitudes of 50 governors towards China, we found that the overall attitude of governors towards China is more friendly. There are 17 of them. The governors have shown obvious friendship with China. 14 governors have a vague attitude towards China, 6 governors have a tough attitude towards China, and the other 13 governors who have not made obvious and public statements against China.

Friendly
The list of 17 governors who have shown a clearly friendly attitude towards China is as follows. The topics of their statements focus on opposing Trump’s development of China.
Trade war, and participated in Chinese community activities or visited China many times.
Among the 17 governors, there are 3 female governors and 14 male governors, ranging in age from 44 to 75. There are 6 democratic governors.
Party members, 11 Republicans.

From Page 20:

Tough
The list of the six governors who have clearly taken a tough stance on China is as follows. Among them, 4 of them have close personal relationships with Trump, and 3 of them are on human rights issues.
The question blames China.In terms of party affiliation, there are 5 Republicans and 1 Democrat.Ranging in age from 41 to 70 years old，
In terms of gender, they are all male.

Vague
The list of 14 governors with vague attitudes towards China is as follows, including 3 women, 11 men, 6 Democrats, and 8
Republicans, ranging in age from 48 to 72 years old.Most people are worried that tariffs will hurt the state’s economy, but for the trade war
The attitude is vague, and some governors firmly support Trump, or believe that China does have problems with intellectual property rights.
